CHARTER OF THE ASIAN DRAGON BOAT FEDERATION (PART TANSLATION)

　　第一章 總則 Part One General

　　第條 定義 Article 1. Definitioin

　　聯(lián)合會的名稱為亞洲龍舟聯(lián)合會。該聯(lián)合會的縮寫形式為ADBF。

　　The name of the federation is the Asian Dragon Boat Federation and the abbreviation hereof is refered to as ADBF.

　　第二條 權限 Artical 2. Authority and Power

　　亞龍聯(lián)的權限為管轄龍舟競賽運動。它在國際龍聯(lián)(IDBF)的指導下，在亞洲和大洋洲地區(qū)獨立，而有組織地發(fā)展龍舟運動。

　　The authority and power of ADBF is to execise the rights of administratioin and management of dragon boat race. The Federation, under the guidance of the International Federation of dragons (IDBF), will independently to organize the sport of dragon boat in Asia and Oceania.

　　第三條 總部 Article 3. Headquarter

　　亞洲龍聯(lián)總部設在秘書長或司庫所在國。

　　Headquarter is established in the sate in which the secretary general or treasuer settle.

　　第四條 宗旨和目的 Article 4. Purporse and Aim

　　1、維護和保持龍舟競渡的亞洲和大洋洲文化、歷史和宗教之傳統(tǒng)。

　　To make the maintainance of the traditional culture, history and religion in relation to dragon boat race in Asia and Oceania.

　　2、作為一種體育運動在亞洲促進和發(fā)展龍舟競渡，包括傳統(tǒng)舟的競渡運動，并推進無龍舟競渡的國家和地區(qū)發(fā)展這一運動和建立龍舟協(xié)會。

　　To make promotion and development of dragon boat race as one of sports in Asia and Oceania, including traditional boat race and move forward the countries and regions in which without dragon boat race to develop the sport and establish dragon boat federation.

　　3、保證亞洲錦標賽實施適合于龍舟競渡運動發(fā)展的比賽規(guī)則。

　　To make the game regulations which can ensure the Asian Championship in comformity with the development of Dragon Boat Race.

　　4、制定競賽日程。在亞洲和大洋洲地區(qū)舉辦向所有會員協(xié)會開放的錦標賽和國際比賽。

　　To perpare the game schedule. Hold championships and international competitions which open to all member associations in Asia and Oceania.

　　5、舉辦向所有會員協(xié)會開放的教練員和裁判員訓練班。

　　To held the training courses for coaches and referees to all member associations.

　　6、應邀協(xié)助在本地區(qū)所有的龍舟比賽、會議及其他有關的活動。

　　To be invited to assist in all dragon boat races, meetings and other related activities in local area.

　　7、根據會員協(xié)會的建議，向國際龍聯(lián)作出提議，以改進龍舟競渡運動。

　　To issue proposal in pursuant to the sugguestion of member associations to IDBF, so as to improve dragon boat race.

　　8、收集會員協(xié)會和在會員協(xié)會之間交流關于龍舟比賽的情況，以鼓勵龍舟競渡的普及和發(fā)展。

　　To collect the information of dragon boat races in and between member associations, to encourage the development and popularization of dragon boat race.

　　第五條 加入組織 Join Other Federations and Associations

　　該聯(lián)合會可加入國際龍聯(lián)和任何得到國際上承認的地區(qū)或國際的龍舟協(xié)會和聯(lián)合會。

　　The Federation may become the member of IDBF and any other international recognized regional or internatinoal dragon boat associations and federations.

　　第六條 無歧視 Articles 6. No Discrimination

　　亞洲龍聯(lián)不許有政治、宗教或種族歧視。亞洲錦標賽只在那些保證所有會員協(xié)會均參加的國家和地區(qū)舉辦。

　　None of discrimination relating to political, religious or racial matters is allowed by ADBF. Asian Championships are held only in the countries and regions where all member associations are enssured to join and take part in.

　　第七條 主管協(xié)會的自治Article 7. Association Autonomy

　　亞洲龍聯(lián)不得介入純屬于國家或地區(qū)性的問題。它須允許其會員協(xié)會行使其自治權。IDBF shall not intervene in the pure national or regional issues and shall allow its member associations to exercise their autonomy.

　　第八條 會徽 Article 8. Emblem

　　亞洲龍聯(lián)的會徽及其使用情況得在細則中有所規(guī)定。

　　The emblem of ADBF and use thereof shall be regulated in the detail rules.

　　第九條 語言 Article 9. Languages

　　亞洲龍聯(lián)的正式語言為中、英文。在代表大會上使用其他語言須得到執(zhí)委會的批準，或在其他適當場合使用其他語言須得到會議主席的批準。

　　The official languages of ADBF are Chinese and English. The use of other languages at the representative assembly shall be subject to the prior permission and approval of the Executive Committee, or the use of other languages in some appropriate situation shall be subject to the prior permission and approval by Chairmen of conference.
